IT Governance @ Juniata

IT Governance is intended to facilitate collaboration among campus divisions in the prioritization, funding, design and use of innovative, reliable, and robust information technology to ensure cost effective support of Juniata’s mission and strategic priorities. 

IT Governance Committee

IT Governance is led by the IT Governance Committee, chaired by the AVP & CIO, and consists of three branches:  Teaching and Learning, Data Governance, and Infrastructure & Risk Management.  These branches include formal committees and ad hoc groups.  Representatives from these groups participate as designated members of the IT Governance Committee.  The IT Governance Committee meets quarterly and reports to SLT two times per year (TBD – Based on key decision making times).

IT Governance Branches & Groups

Formal committees and ad hoc groups will meet regularly and provide input to the IT Governance Committee.  Chairs/Leaders of formal committees will be members of the IT Governance Committee.

 Why IT Governance now?

  • Demand for new or expanded IT services has exceeded the campus’ capacity (both financially and in terms of human resources) to deliver all that is desired or even needed – making tradeoffs and shared priorities essential.
  • The rate of evolution of technology will continue to impact Juniata’s strategy and policy.
  • All areas of the College face unique external pressures and internal needs, many of which require technology and workforce development to address.
  • The ubiquitous digitization of information and assets, the growing complexities of data management and risks associated with the storage of electronic data, and the necessity for data informed decision making requires careful management.
  • To stay competitive, Juniata must ensure we at least keep pace with our peers if not find ways to stand out from them.
  • The campus has faced, and continues to face, fiscal challenges.

IT Governance Guiding Principles

IT Governance embraces the following principles.

  • Transparency:  We will be transparent in our decision-making and use of resources.
  • Communication:  We have an obligation to communicate the work of IT Governance throughout the organization.
  • Accountability:  Our committees and groups are accountable for executing their charges and stewarding college resources appropriately.
  • Responsibility:  We are responsible for the process of strategic IT decision making and the promotion of successful outcomes across the college.
  • Diversity & Inclusion:  We promote representation in governance from all members of the Juniata community.
  • Community Focus:  The needs of the Juniata community will remain a key component of all IT decisions.
  • Collaboration:  We will advocate for the adoption of common IT solutions and identify opportunities for innovation and improvement that further the strategic goals of the college.
  • Data:  We recognize that college data is an asset and therefore support data integrity and a secure but accessible data environment.

Charge of Technology Governance Committee

  • Create and continually refine a shared vision of IT strategy and principles among Juniata’s decision makers.
  • Ensure alignment of initiatives/projects with Juniata’s Strategic Plan objectives, the strategic plans for IT, and plans of functional departments.
  • To evaluate and approve campus-wide technology project requests, set high-level priorities, and facilitate resolution of competing demands for IT resources with a unified voice. 
  • Advocate for adoption of common IT solutions and services, as appropriate, across the enterprise.
  • Regulate the pace of change related to introduction of new technologies and systems.
  • Support the effective and secure use of data, including access, integration and management.
  • Facilitate communication and change management among all IT committees and ad hoc groups and with the Juniata community. Create and foster clear communication channels for stakeholders to share their perspectives and to provide input and feedback.
  • Promote compliance with laws, statutes, and regulations relevant to our charge and ensure appropriate protection of college assets and stability of operations.
  • Review and approve recommendations for policies, standards, and guidelines and communicate these to the Juniata community.
  • Review yearly IT Capital Equipment requests for IT related items: academic, administrative, and infrastructure technologies. Set relative priorities and allocate available funds.
  • Review and advise on IT committee membership to ensure broad participation from the institution, and review membership as appropriate.

The committee deliberates and makes recommendations on the alignment of IT strategies with college priorities, risk management, value delivery, performance measures and resource management. The committee charge does not include oversight of the Juniata Campus Technology organization, including IT personnel, hiring, operating budgets, and goal setting.
